The Ministry of Construction plans to inventory the greenhouse gases of 50 cement manufacturing enterprises to participate in the carbon credit trading market to green the economy, aiming for net zero emissions. .

    Legal basis

It is known that the Law on Environmental Protection 2020 clearly stipulates the roles and responsibilities of the business community to participate in reducing greenhouse gas emissions according to the roadmap.

Regulations on greenhouse gas emissions inventory must be implemented 2023. In addition, mechanisms to support the implementation of emission reduction obligations through the carbon credit exchange and carbon credit offset mechanism ..., will be applied on a trial basis 2025, to support businesses in achieving their goals of deflation and green transformation, towards green and sustainable economic development.

Decree No. 06/2022/ND-CP dated January 7, 2022 of the Government regulating greenhouse gas emissions mitigation and protecting the ozone layer, by 2030, the Construction industry must reduce 74.3 million tons CO2 equivalent (acing for 13% of the total emission reduction) for industrial processes and energy use in the production of construction materials and buildings. However, according to NDC 2022, the Construction industry's contribution to reducing greenhouse gas emissions will increase.

Inventory of 50 cement production enterprises

According to Mr. Vu Ngoc Anh - Director of the Department of Science, Technology and Environment (Ministry of Construction), the Ministry of Construction has conducted a greenhouse gas inventory for the priority construction materials industry group. Among them, cement production is the industry with the largest proportion of greenhouse gas emissions, acing for nearly 80% of total emissions in construction materials production in 2014. This proportion increases to about 90% in 2022. System The emission figures of each product industry group also show that the emission intensity and industrial emissions of the cement production group are the highest. Production of tiles and construction glass does not emit large amounts of greenhouse gases, but the emission intensity of glass and lime production is relatively high.

In Decision No. 01/2022/QD-TTg dated January 18, 2022 of the Prime Minister promulgating a list of fields and establishments emitting greenhouse gases that must conduct a greenhouse gas inventory. Among them, 50 cement production facilities have been recognized as the first units to carry out greenhouse gas inventory obligations and by 2026 begin to build and implement actions to reduce greenhouse gas emissions. glass to meet emissions quotas before being allowed to participate in the carbon credit trading market.

It is known that Ha Nam is currently the leading province with 5 units including: But Son Cement Factory, Hoang Long Cement Factory, Thanh Thang Cement Factory, Vissai Ha Nam Cement Factory, Xuan Cement Factory Wall.

Next, the group of localities has 4 businesses appearing on this list: Hai Duong province with Hoang Thach Cement Factory, Phu Tan Cement Factory, Phuc Son Cement Factory, Thanh Cong 3 Cement Factory ; Thanh Hoa province has Bim Son Cement Factory, Long Son Cement Factory, Cong Thanh Cement Factory, Nghi Son 2 Cement Factory.
