Thua Thien-Hue first approach to BIM management model

On July 21st, the Department of Construction of Thua Thien - Hue province collaborated with CIC Technology and Consulting Joint Stock Company - Ministry of Construction to organize a seminar on the roadmap for applying the BIM model in construction activities.

At the seminar, representatives CIC Technology and Consulting Joint Stock Company - Ministry of Construction provided an overview of BIM, legal documents, policy mechanisms, and the roadmap for applying BIM, as well as projects that have implemented BIM in project management, design, construction, and acceptance of construction works. In addition, experts CIC spent time exchanging and sharing experiences, advantages, and difficulties enered in the process of applying BIM technology in investment project management and construction.

Many management leaders and construction officials in Thua Thien - Hue province attended the seminar.

The BIM model is the process of creating and using a digital model for design, construction, and the entire implementation and operation of construction investment projects. This model is becoming an essential trend and is being applied in many ries with the aim of developing the construction industry in general and promoting the application of BIM in Vietnam in particular.

Applying BIM will replace traditional construction methods

The application of BIM will replace traditional construction methods that have been used for a long time. The advancements in BIM technology make drawings easily accessible and implementable, leading to the application in sustainable projects and future energy reduction.

Through the conference, the participants have gained valuable information about the capabilities and benefits of applying BIM in construction management. Additionally, they have prepared the necessary legal and professional knowledge for the implementation of BIM according to the Prime Minister's Decision No. 258/QD-TTg.

On March 17, 2023, the Prime Minister issued Decision No. 258/QD-TTg approving the roadmap for implementing the Building Information Modeling (BIM) in construction activities. The roadmap applies to projects using public investment capital, foreign state investment capital, public-private partnership investment, and projects using other sources of funding. Organizations and individuals involved in the implementation of BIM in construction activities are required to follow the roadmap.

In Phase 1, starting 2023, BIM will be mandatory for Grade I and special-grade projects of new construction investments using public funds, foreign state funds, and public-private partnership investments, and they will begin implementing project preparation tasks.

In Phase 2, starting 2025, BIM will be mandatory for Grade II and higher projects of new construction investments using public funds, foreign state funds, and public-private partnership investments, and they will begin implementing project preparation tasks.

CIC representative exchanged and shared about the BIM model in practical projects at the seminar

For projects and construction works that are required to apply BIM, the BIM file is a component in the construction design dossier and the completed works dossier. The investor or the investment preparation unit is responsible for providing the BIM file along with other types of dossiers as required during the appraisal of the feasibility study report, the appraisal of the construction design after the basic design, the application for construction permits, and the acceptance of the works.

The construction projects under the new investment project use different funds, and the investor provides the BIM file when conducting the appraisal of the feasibility study report, the construction design after the basic design, applying for construction permits, and accepting the project according to the following roadmap: Grade I projects, special grade projects 2024; 2026, additional Grade II projects.

The content and level of detail of the BIM model are determined by the project investor. From 2023, for projects applying BIM, state management agencies use the BIM model to support the appraisal of the feasibility study report, the appraisal of the construction design after the basic design, the issuance of construction permits, and the inspection of acceptance work.

The investors of projects applying BIM according to the prescribed roadmap are responsible for organizing the updating of the BIM model to serve the management, operation, and maintenance of the project. Encourage businesses to apply the construction information modeling in construction activities earlier than the time prescribed in the roadmap.
